    The average price of wet grains (Gabah Kering Panen) at the farmer level for January 2009 increased by 4% compared to December 2008 to become IDR 2.743,13 per kg. This price level is 14,39% higher than Government Buying Price (Harga Pembelian Pemerintah /HPP). This statement was announced by Ali Rosidi, deputy chairman of the Central Bureau of Statistics.
    This increase is encouraged by the new HPP determination in INPRES no 8 tahun 2008 which was started on January 1, 2009. It is also caused by the limitation of harvest production.

    The Indonesian Minister of Agriculture, Anton Apriantono, on Wednesday (31/1208), stated that the government will put into effect the Harga Pembelian Pemerintah (HPP) (Floor Purchasing Price) for rice and wet paddy grains (GKP) starting on January 1st, 2009. The HPP for wet paddy (GKP) increased from IDR 2.200 per kg to IDR 2.400 per kg. HPP for rice increased from IDR 4.300 per kg to IDR 4.600 per kg

    For 2009, BULOG will focus on Indonesia's rice stock with a procurement target of 3.8 million metric tons. President Director of Bulog Mustafa Abubakar stated that if the target of 3.8 million metric tons is reached, it will absorb approximately 10% of the total rice production in 2009. He also stated that increased Indonesian rice production will help Bulog realize its rice procurement target. The main Indonesian rice production areas are Central Java, East Java, West Java, Yogyakarta, Banten, South Sulawesi, NTB, and South Sumatera.

    31 new varieties, (in categories such as, long bean, bitter gourd, amaranthus, bush bean, paddy, watermelon and melon) have received certification from Center of Plant Variety Protection - Department of Agriculture. The overwhelming majority of those new varieties (30 varieties) were provided by PT BISI International, Tbk.

    Seed Director - Directorat General of Food Crops – Department of Agriculture Rachman Pinem explained that seed subsidy funds for the year 2009 will be distributed directly to farmer groups’ accounts. “Farmers will be able to buy seed directly from local breeders which were previously given foundation seed by the Department of Agriculture, or farmers can buy higher quality hybrid seeds directly from other producers.”

    According to Chief of ASBENINDO (Asosiasi Perbenihan Indonesia) Elda D. Adiningrat, production of paddy seed and corn seed (hybrid and inbred) will increase over 10% to support increased paddy and corn production. “The Seed industry has prepared to meet increases in production.”

    The second 10,000MT of Unit 2’s corn seed processing plant comes online, bringing Unit 2 to full completion with a total capacity of 20,000MT. The corn processing line is flexible to process rice.

    Indonesian government and budgetting committee determine Harga Pembelian Pemerintah (HPP) 2009 for rice at IDR 4600 per kg (previously IDR 4300) and HPP for wet paddy grains (Gabah Kering Panen) at IDR 2400 (previously IDR 2200). Indonesia government also asks Bulog to raise paddy grains buying in 2009, minimum at 2 million tons .

    Meanwhile, Indonesia government will raise agriculture subsidy in RAPBN 2009. Total subsidy for agriculture sector in 2009 determines at IDR 32,8 trillion. Subsidy for fertilizer will be budgeted at IDR 18,56 trilion in RAPBN 2009. In 2008 subsidy of fertilizer was just only budgeted at IDR 15,185 trillion. As the same as subsidy of seed will be proposed to increase from IDR 1,021 trillion in 2008 to IDR 1,375 trillion in RAPBN 2009.

    For year 2009 Indonesian government estimates that paddy production would be risen 5% to become 63,525 million Mtons. It could be reached through total paddy planting area about 12,698 million hectares and total harvested area 12,447 million hectares. For reaching this estimation, the government targets to expand hybrid paddy planting area from 300.000 hectares in 2008 to 500.000 hectares in 2009. This statement was announced by Ir. Sutarto Alimoeso, MM, Director General of Food Crops – Department of Agriculture on October 27th, 2008.

    Meanwhile, corn production targets for year 2009 estimated to reach 18 million Mtons with total corn planting area 4,21 million hectares and total harvested area 4 million hectares. According to the target of average productivity 4,49 mtons per hectare, the highest corn production for year 2009 could be reached from East Java province with production estimation 9,04 million mtons.

    Unit 1 commences operations, with the Minister of Agriculture attending the opening ceremony. Unit 1 is a 20,000MT processing facility with a 10,000MT corn processing line and a 10,000MT rice processing line.

    In his working schedules in East Java on April 6th, 2008, Indonesian Vice President Jusuf Kalla was visiting the center of seed production of PT BISI International, Tbk in Sumberagung Village, Plosoklaten Subdistric - Kediri Regency.

    In that visiting, Vice President was accompanied by Anton Apriantono (Minister of Agriculture), Fahmi Idris (Minister of Industry), Paskah Suzetta (State Minister of National Development Planning/Chairman of National Development Planning Agency), Djoko Kirmanto (Minister of Public Works), Sofyan Djalil (Minister of State-owned Enterprises) and Suryadharma Ali (State Minister for Cooperatives and Small-medium Enterprises).

    After found out directly the performance of PT BISI International Tbk – Vice President feel fully optimistic for the fulfillment of national food procurement in the future will be succeed, more over PT BISI International Tbk could export.
